Based on the retrospection of innovation process of linguistic theory, and teaching and testing of second language, as well as SLT syllabus, the article gives a precisely introduction and analysis of the current chief standards of second language: ILR Language Proficiency Skill Level Descriptions and Scale, ACTFL Proficiency Guidelines, Common European Framework of Reference for Languages: learning, teaching, assessment, Standards for Foreign Language Learning in the 21st Century and Canadian Language Benchmarks 2000. Thus, the article proposes the assumption of establishing the standards of CSL teaching and assessment, discusses its importance, explains its purposes and functions on teaching and assessing, primarily drafts an overall project of formulating Standards of CSL Teaching and Assessment. According to the five standards given above, and combined with the specific characters of Chinese itself, the article divides Chinese language competence into 3 levels, 6 grades: free working level, proficient studying level and basic living level, and gives a primary explanation to the division reasons. Finally, the article lists several issues which needed to settle in the future study.
