The ethical evaluation of technology,mean a kind of value judgment on influence and consequence of technology development cause to natural,people and society,according to a moral standard.The fast development of modern science and technology has taken us to the unprecedented abundant era of a material, making living standard of people get great improvement, bring us into one full of very heavy morals puzzled at the same time, making the mankind fall into the ethics predicament. The development of technology, on one hand has promoted the growth of the material productivity, on the other hand has caused the serious ecocatastrophe. Technologies has improved people's living condition, but clear up the human natural, have damaged people's value and dignity. Therefore, it is necessary to evaluate ethically on new technology for its sustainable and fitly development, for the benefit of mankind.However, in a long period of modern technical development, guidelines of occupying a leading position are technological value-neutral and optimistic technological determinism. Many people have some mistaken ideas about the ethical evaluation of technology .For example, some people argue that it is unnecessary to evaluate ethically on technology, for it is just a mean or tool do not bear the weight of value of good or evil. Some people think that this evaluation is irrationality for it is a subjective consciousness of people. Others claim that the appraisal of ethics is to appraise advanced science and technology with the set ethics, unfavorable to the development of technology. For clarify people's fuzzy view about the ethical evaluation, raise them understanding this question and helping them strengthen the evaluation in practice.
