At the end of 19th century and early 20th century, a serious frontier crisis appeared in China. Government officials demanded that the Qing should send people to strengthen frontier areas. Cheng Dequan's policy of "Administrative Reform for Mongolia" was no doubt of great significance. This paper concentrates on Cheng's memorials to the throne and manuscripts, while making reference to others' works and related historical data. In this way, the paper comes to a generalization and brief analysis on administrative reform for Mongolia when Cheng Dequan was in office in Hei Longjiang Province.The paper consists of five chapters. The first chapter provides an introduction of the Inner Mongolia under the jurisdiction of Hei Longjiang Province before the year 1990. The second chapter is a guideline to Hei Longjiang Province during the period of Cheng Dequan's government. The third and the fourth chapter give a full description of Cheng's administrative reforms and other affairs concerning Mongolia. The fifth chapter makes a analysis of Cheng's reforms.The paper argues that with financial difficulties and with powerful neighbors surrounded, on the one hand, it is of certain significance for Cheng Dequan to develop Mongolia actively. But Cheng's intention to fight against invasions of Russia and Japan through strengthening the control of Mongolia, on the other hand, reflects his historical and class limitations.
