The research of the spoken English teaching has received more and more attention with the increase of international communication. Although the foreign language teaching can be characterized by long-term, large coverage and huge human and substances resources involved, the result is not very satisfactory, especially the oral English teaching for the non-English majors. This paper tries to analyze the deep reasons of this phenomenon and proposes tentative ways to get out of the current embarrassment.The paper is divided into six chapters.Chapter one is introduction. In this part the problems existing in oral English teaching and learning are proposed and analyzed. The author also states the importance of learning English nowadays and highlights particularly the spoken language because it reflects the essence of language learning and also the need of the social development.Chapter two is literature review. In this part five important linguistic theories were introduced. The first one is Steven Walker's'The Jingles', in his book Steven Walker proposed"the phonological distance from the target language"in this opinion, not all the languages are of the equal distance phonologically. The second linguistic theory is Lewis'Lexical Approach, in lexical theories, lexis in its various types is thought to play a central role in language teaching and learning. The third one is Dave Willis'lexical syllabus'. Dave Willis based his theory on the research on language corpus and found that 700 most frequent words of English account for 70% of the English we speak and hear, read and write.
