In the past , Chengdu people would call Quanye fair(a kind of local trade fair ) as "flower fair", which was the traditional temple fair dating back to a thousand years ago in Chengdu. As a part of BaSu culture, the culture of Chengdu temple fair has a long history and can be divided into three stages: the first period of sprouting from the Qing kingdom to Han and Wei dynasty, the second period of maturing and flourishing in the Tang and Song dynasty when three main kinds of temple fairs came into being, and then the third period from the Ming and Qing dynasty to the Republic when Chengdu temple fair went to its decay. Among them, the Qingyanggong flower fair began to transfer its nature in the end of the Qing dynasty. In 1906 the government changed the Qingyanggong temple fair to the commercial promotion fair of Sichuan province and held it for 6 times till 1911. At the former three times it was called "the Commercial Promotion Fair" to show its emphasis on the industrial manufacture while the later three times "Quanye Fair" to highlight the purpose of promotion and equal emphasis on agriculture, industry and business. Chengdu Quanye fair of late Qing dynasty , which was the precedent of Quanye fair all over the country, was of great historical significance. But it had to be suspended because of the turbulence of Sichuan's political situation in the early Republic times and returned to the traditional temple fair—the Qingyanggong Flower Fair.
