The Evolution Of Post-war Japanese Technological Innovation Policy

Nowadays, technological innovation plays a more and more outstanding and important role in aspects of enhancing the productive forces, developing economic, and promoting society progress, so it has been paid universal attentions by many countries. After World War II, Japan became a powerful economic nation exactly by means of the technological innovation. Therefore, to study post-war Japanese technological innovation policy, and analyze the contents, characters and effects of technological innovation policy during various periods, and sum up the experience and lessons, is not only of theory value, but also of outstanding practice meanings to our country to establish and implement technological innovation policy.There are four chapters in this dissertation. The first chapter mainly points the contents and meanings of this dissertation, and the study steps and methods. The second chapter mainly analyzes the theory basis of this dissertation and the study status about Japanese technological innovation policy. The third chapter of"the evolution stages, contents and effects of post-war Japanese technological innovation policy"is the main part of this dissertation. According to the time order and the character of Japanese economy alteration, this part divides the evolution history of post-war Japanese technological innovation policy into four stages. The first stage is start development period technology innovation policy. The main character of this period is that served for introduced technology, by the means of restricing foreign capital, the combination of industry and education and subsidization for the R&D to digest the advanced technology. The second stage is stabilization increase period technological innovation policy. The main character of this period is that managing abrupt public nuisance, beginning to transfer to technology-intensive industry and form the research model of produce-university-government. The third stage is bubble ecnomic period technological innovation policy. For the bubble economy falling out and the economic recession, the business enterprise's investment to the R&D changes, the main character of this stage is that lawmaking assurance to the science and technology devotion, and the development of produce-university-government model. The fourth stage is the start of 21st century period technological innovation policy.
