Analysis On The Ethic Criteria Of Chinese Population Policy

The Chinese population control policy was confronted with two problems all along, i.e. the censure from western countries for the problem of human rights in China; the challenge of the population quality and population structure problems brought by the change of population itself. According to what kinds of ethic principles to design and construct the policies on birth control in China, it bears upon not only the effective enforcement of the population control policies in China, but also the population situation in the future of China. It may even affect whether the Chinese economy can grow steady and sound, whether the society can be stable and harmonious.From the following theories points of view, i.e. Malthusian Population Theory. Modern Population Explosion Theory. Eco-optimum Population Theory, and considering the limitation of environment and the development of population, Western scholars generally hold that we should properly control the population's change to fit the development of economy and society. However, concerning the contradition between reproductive right and the right to development which we are faced with when we put the population control policy into practice, the Chinese and Western scholars emphasize on either the former or the latter, but we never deny that their explorings to this problem are meaningful and helpful. The people who believe Marxist Historical Materialism hold such a standpoint that a person should develop freely in an all-around way. This view provides a basis for the orientation of value——how to make the population policies.This paper is based on Marxist population theory. After having a brief review of the history of Chinese population policies. I will reveal that the ethic connotation of Chinese population policies has its justification. Namely, Chinese population policies have their internal rationality to exist. During the procession to realize their ideal population goal.
