Van Fraassen attempted to use the constructive empiricism, which belongs to the counter- realism, to advance the development of philosophy of science in the process of 20th century. He tries to make the truth theory get rid of the bounds of the foundation principle, the rationalism and the essential principle, which is advocated by the traditional empiricism and the realism. He takes the observation as the foundation, the linguistic environment as the basic point, the theory of probability as the characteristic, to make a postmodern cultural space, which unify the language shape, the semantics and the language uses together, for Empirically Adequate Truth Theory,But it is not perfect for his effort, the theory has the compromise that is not allowed to neglect. There is also another paradox that his truth theory will not be able to solve, that is, he takes the observation theory as the standpoint when he repels the foundation principle. At the same time, there are also some problems with the theory of probability and the linguistic environment which he takes as the base for his theory. Therefore, the truth theory of the constructive empiricism only can be taken as an inspiration guiding principle of the research of the truth, it is impossible to become the comprehensive substitutive theory of the scientific realism's truth view, as Van Fraassen has said. This article attempts to find the Empirically Adequate Truth Theory's unique place and the inspiration significance, by analyzing the three cornerstones of Van Fraassen's theory. Finally, I put my view on concert force, considering the history of the west truth theory and the new tendency of the truth theory, and try to point out that: The truthfulness of a theory depends on its concert force, and it is more reasonable which has more concert force.
