This phenomenon has been the highlight of my government caused great concern. In 2001, Comrade Jiang Zemin's"July 1"speech explicitly pointed out :"the leading organs and leading cadres at all levels should pay particular attention to the masses who have encountered temporary difficulties in their work and life, and their problems on the top of the agenda for special consideration and solution, proper arrangements for their employment and life."The"Decision of the CPC Central Committee on Strengthening and improving Party building decision"adopted by Sixth Plenary Session of the 15th CPC Central Committee also stressed that we must particularly concern and help the masses who have encountered difficulties in their work and life .At the Ninth National People's Congress Fifth meeting in 2002, the Prime Minister comrade Zhu Rongji first used the concept of"vulnerable groups"in the"government work report", and he clearly presented"to give special employment assistance to vulnerable groups."Since then,"vulnerable groups"became a very popular concept and attracted widespread attention at home and abroad. Whether sociology, political science, law and economics were still very concerned about this issue. Ethics was also vulnerable to a degree of concern, but such concern was relatively simple and it did not solve the problems related to the essence of vulnerable groups. Therefore, I take the"Ethical Examination of the Issue of Vulnerable Groups in China"for exploring the suggestion of the problems of vulnerable groups in the process of response.Vulnerable groups of society is a special group, and ethical care for vulnerable groups is the responsibility of the entire society.
