Vulnerable groups refer to people who due to some barriers or lacking of economic, political and social opportunities and thus in a disadvantaged status in society. At present, China is in the transition of differentiation of interests, vulnerable groups are growing. Once the vulnerable groups are not properly dealt with, it will lead to many social problems, endangering social stability.Alleviating the problem of vulnerable groups is a complex system which needs financial support, political and legal protection, psychological comfort and many other efforts. Among them, ethical concern is to implement one of the essential dimensions in a variety of specific mitigation measures for vulnerable groups, the only ethical concern with the idea of such a support to vulnerable groups can really play-oriented results. The so-called ethics of care for vulnerable groups is to concern about survival and living conditions of vulnerable groups from the ethical point of view, respect for human dignity and respect for human life, creating a mutual love and mutual support social environment in which the weak in society feel full of care and comfort from others, so that they are confident of their own lives and have the courage to inspire their inner spiritual power to improve their own disadvantage.Confucian taking love as the core, with morality as its purport, to groups based, harmony for the state, many thoughts can be applied by the modern transformation of ethical concern among vulnerable groups. This paper is based on three angles of family relationships, social interaction and political order, from the four dimensions which are family relationship between loved ones, the relationship between ordinary people in society, the relationship between the government and ordinary people and the relationship between the government and the elite. The paper is also based on the Confucian classics and combined with today's social reality to unearth the ideological factors which are helpful to the ethical care of vulnerable groups in pre-Qin Confucian, so as to on the one hand, highlight the modern values of Confucian ethics, on the other hand, provide some ideas and methods of learning resources for contemporary vulnerable groups from the traditional perspective of ethical concern.
