America's diplomatic strategy on thought and culture has lasted for a long time. No matter before the cold war, or during the cold war, America had been implementing its foreign cultural strategy. This strategy has consisted of the organic constituents of the nation's overall strategy of America, whose goal is to serve for US's overall national interests. After the end of the cold war, with the speeding up of advancement of globalization, cultural exchange and cooperation is close day by day in the worldwide scale. Under this kind of background, America's diplomatic strategy has changed greatly, and US pays more and more attention to the culture's function and influence in foreign policy. The prominent performance is that US continuously strengthens to "export" its traditional culture and value to the other areas in the world, to maintain and realize its global strategic benefit through impelling global democratization and promoting human rights. Therefore, culture has the significance of tool and goal at the same time in America's diplomacy.Then my thesis chooses America's diplomatic strategy after the cold war as the object of research, analyzes the main content, worldwide influence of American foreign cultural strategy from the point of national strategy, and then promulgates the substantive characteristics of America's diplomatic strategy.The frame is as follows:The main part consists of the introduction, text and conclusion. There are four parts in the text. The first part mainly analyzes culture from the point of national strategy and its function in America's diplomacy. First I definite the core concept—culture clearly. Culture here mainly refers to political culture, including mass culture as well. As "soft power" compared with "hard power", which refers to military power and economic power, culture is prominent day by day in the international relations. US is a country that pays great attention to cultural diplomacy, and often takes culture as a special tool carefully planned to realize its national interests with clear purpose.The second part analyzes the thought origin and theoretical evidence. Individualism/liberalism, American exceptionalism/puritanism, idealism/Wilsonism which affect the American foreign policy have a close connection with American culture. When the diplomacy reflects these values, it makes the American foreign relations display unique cultural characteristics frequently. "Theory of the end of history", "the democratic peace theory", "soft power theory" and "neo-imperialism" which appear after the cold war put a legal and moral coat on America's culture export.The third chapter focuses on the main content of America's foreign cultural strategy after the cold war. US pays more attention to cultural influence after the cold war, strengthens foreign propagandas, expansion which takes "freedom", "democracy", "human rights" and other humanitarian political cultural values as a core, and attempts to unify the multicultural world with American standard of value. Besides, American government has not given up cultural infiltration and expansion serving for its global strategy by means of advanced mass media, exchange of culture and education, free market economy and other public foreign policy.The last part promulgates the influence of America's foreign cultural strategy on the world culture and its essence, namely, America's foreign cultural strategy lies in pursuing US's cultural hegemony, in order to realize the so-called "peace governed by America" and smooth the way, and the final goal is to serve for the overall national interests. The implementation of US's foreign cultural strategy has brought huge benefits. But, to other countries, especially to developing countries, US's cultural diplomacy has attacked these countries' national culture and the outstanding tradition. Therefore, more and more countries have realized that US's cultural value cannot become the worldwide cultural value; its negative ingredients should be resisted.
