In the early1990s, the collapse of the Soviet Union and the end of the cold war, made theinternational configuration change greatly, the world has entered into a new stage of “post-cold-war”. InNorth-East Asian regions, involved four big countries, two groups of triangle and multiple pairs ofbilateral relations, the complex of the international relationship network made the change of any pair ofbilateral relationships in the regions influences the regions’ strength configuration. The bilateralrelationship of Russo-Japan is either the important factor which affects the development of the interiorof the two countries, or the nonnegligible variable which can influence the political configuration of theNorth-East Asia. The end of the cold war provided good international environment for the improvementof the Russo-Japanese relationship, Japan and Russia started from the respective benefits, activelydeveloped their relationship. In the tortuous process of development of the Russo-Japanese relationship,Japan expanded the fields of cultural diplomacy (the important part of its diplomatic strategies) toRussia. On one hand, it was to deepen the mutual understanding and trust of the two countries’ people,established upstanding country image and created the environment for the development of friendlyrelationship. On the other hand, Japan’s development of cultural diplomacy towards Russia is one of theimportant parts which expand its cultural influence and achieve the goal of big cultural country. Sincethe early1990s, Japan’s development of cultural diplomacy towards Russia had achieved preferablyfruits. This is a notable trend for China which is devoting itself to improve the national image andinternational influence.This article focuses on the analysis of the construction process of the Japan’s cultural diplomacystrategy, the concrete methods and features of Japan’s implement of cultural diplomacy towards Russia,and the performance evaluation of the cultural diplomacy that Japan implemented in Russia in therecent twenty years. The purpose of this article is to make people have a certain understand of therelative situations about the cultural diplomacy which Japan developed in Russia. About the design ofconstruction, except the introduction and conclusion, this article’s main contents are divided into fourparts. In the first part, the author firstly described the concept of cultural diplomacy: include themeaning, features and the analysis of its significance in the international relationship. Meanwhile, theauthor summarized the formative process of the Japan’s cultural diplomacy strategies which graduallybecome Japan’s diplomatic supporting, and recognized that the cultural diplomacy strategies of Japanwere formed gradually under the actions of the national economy development and the outside politicalenvironment. The main contents of the second part are for the teasing out of Russo-Japaneserelationship and the thread of Japan’s cultural diplomacy towards the Soviet Union (Russia) after theSecond World War. After the end of the Second World War, the international society came into a coldwar stage, Japan was in the camp which was opposed to the Soviet Union (Russia), and as the disputesabout the territory issue of the two countries, made their relationships worsen. About the culturalrelationship, as the two countries’ ideologies are contrary, Japan and the Soviet Union had almost no official culture communication in this period. Japan’s cultural diplomacy targets were mainly limited inthe western capitalist countries, in the later period of the cold war, they were extended to the East Asiacountries, and the cultural diplomacy targets of the Soviet Union are mainly of the socialist countries.After the end of cold war, with the improving of the relationship between Japan and Russia, in the early1990s, Japan began to develop the cultural diplomacy towards Russia, and with the developments of thecommunication technology and traffic technology, and the change of the two countries’ cultural policies,the cultural relationship between Japan and Russia presented an active trend. The third part mainlyfocuses on the analysis of the concrete features of Japan’s cultural diplomacy developments towardsRussia, Japan mainly adopted the youth education exchange, specialists exchange, set up Japan center inRussia; provided Russia the human resource training which adapts for the marketing economicenvironment, provided information and knowledge assistance for the Russian enterprises and socialmanagement departments, and respectively developed the Japan Culture Festival and Russia CultureFestival, etc. art and culture exchange programs in Russia and Japan. The contents of the fourth part areabout the analysis of the achievements and influences to the two countries’ relationship of Japan’scultural diplomacy development in Russia in the recent twenty years. In the process of the nearly twentyyears of cultural diplomacy towards Russia, the Japanese and Russian understand each other more, butabout the issue of territory, the disputes of the two countries still exist, it is obvious that, the increasingof development, understanding and trust of the two countries’ cultural relationship couldn’t make theirdisputes solved. However, it is sure that the progress of the cultural relationship can create a goodpolitical environment for the two countries’ peacefully settlement of the disputes and the enlargement ofthe cooperation of the economy and politic, etc. aspects. In the conclusion, the author summarized theprevious contents, analyzed the apparent and deep purposes of Japan’s cultural diplomacy towardsRussia, evaluated the influences of the development of Russo-Japanese cultural relationship to the twocountries’ political relationship, analyzed the influencing factors of Japan’s cultural diplomacy towardsRussia and the influences of the progress of the cultural relationship to the development trend ofRusso-Japanese diplomatic relationship.
