The OSCE's Activity And Influence In Central Asia

Along with Soviet Union's disintegration, the five countries of central Asia independent , becomes the member of the Conference for Security and Co-operation in Europe(CSCE)/the Organization for Security and Co-operation in Europe(OSCE) , until now already some several years, but up to now only had the minority scholars had been to pay attention to this biggest area security apparatus's(OSCE's) activity in Central Asia .This article mainly centered on The OSCE's activity in Central Asia, elaborated the influence of the OSCE's activity which created in Central Asia.The article divides into three parts:1. The survey of the OSCE. Briefly introduced the development of history about the OSCE, the organization,the system and so on.2. Described the OSCE's activity in Central Asia among five countries:there are Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan. The OSCE's activity in Central Asia concentrates in the political—military domain, the economical—environment domain, human rights latitude some several aspects. But the policy of the OSCE is centers on "the human rights" in Central Asia, it's the OSCE's core policy, and each domain activity related with"the human rights". It causes the implementation of each project of the OSCE in Central Asia has all coated the beautiful veil of "the democracy" and "the human rights".3. The article Mainly summarized the influence of the OSCE which produces in Central Asia .I mainly elaborate from the two aspects:the positively affect and the negative effect. As a regional international organization, according to the thought of the common scholars, the international organization all may take a platform to solve some questions and play the positive role. The OSCE is also not exceptional. Although the OSCE has truly implemented some projects in Central Asia, but actually produces the effect is not certainly big. But the negative effect which produces in Central Asia is the main aspect, mainly displays in "the interference" the internal affairs of Central Asia, in the local activity formed "the food chain"; helped the western nation to carry out "the democratization",as the transformation tool and so on several aspects. Specially the OSCE had played the important role in "the color revolution" in this area, had the very tremendous influence to the local political situation.
