| After ascending the throne, Emperor Yongzheng discussed the problem of the deficits left by Emperor Kangxi with his officals. At last the policy of returning meltage fees to the public coffers was put into enforcement. That giving the wastage to the public was a significant reform which was about the local financial system and the salary system of the local civil service official. This reform was implemented during the period of Yongzheng dynasty, the chief purpose of which was to solve the financial deficit and ensure the tax income. As a result, it was beneficial to strengthen the financial administration accordingly and make the finance normalize little by little, so it was a great progress of financial administration. The policy had a remarkable influence on the economy and the politics of the period of Yongzheng and subsequent dynasties. This article tries to take province Anhui as an example to display its application all over China.This article consists of the following four parts:Part one: It introduces the financial conditions of Anhui during Kangxi dynasty, including the abuse and the administrant means of the financial system.Part two: It inspects the financial reform of Anhui during Yongzheng dynasty, and probes into the deficit of the money and foodstuff, in addtion, the specific implementary conditions of giving the wastage to the public and the silver for honesty.Part three: It states the financial conditions of Anhui in the early years of Qianlong dynasty, beside the evolutional conditions of giving the wastage to the public and the silver for honesty.Part four: The end of the article, which summarized the historical status and far reaching influence of the financial reform in Anhui, and the fundamental reasons for failure. |
