The harmonious culture takes the harmony as the thought essence and the value orientation. Advocating the harmonious idea and reflecting the harmonious spirits are the core content of the harmonious culture. It is the important characteristic of a harmonious society and also provides the strong spiritual motivation and thought guarantee for building a harmonious society. Standing firm in the forefront of the times, the Communist Party of China explicitly proposed that constructing the harmonious culture is the important task in building the harmonious socialist society,while socialist core value system is the essential element of the harmonious culture at the Sixth Plenary Session of the 16th Central Committee.
