The culture industry which as the product of three union of knowledge, technical as well as the information, is becoming new point of growth in the global economy development gradually. Every country takes highly for culture industry, and has formulated corresponding developmental strategies. Our country is not except, after entering into the 21st century, we not only integrate the culture industry in the whole national development plan, but also formulate series of promotions to its development. At the same time, many provinces and cities highly take the culture industry, and incubate it as the pillar industry. This will indicate that competition in our culture industry intensely day by day. And, along with the implementation of WTO correlated agreements, our culture industry will face competition from the developed country directly, which mean competition in our culture industry will be more intense. Under such steep competitive environment, how to obtain and maintain the competitive advantage, realize the sustainable development, has become an extremely urgent topic. To our culture industry, the chief measure to obtain and maintain the competitive advantage is only to incubate the core competence, after experienced the process which transformed from extension stage to intensive stage. Therefore, this article takes core competence of the culture industry as the object of study, attempts to reveal the inherent regularities that how to incubate core competence of the culture industry, for the purpose of providing the mentality and the countermeasure to promote our culture industry competence to be an impregnable position in the steep competition of the international culture market.First, based on evaluating the existing research literature of the culture industry from domestic and foreign, according to the essential factor in the culture industry production , this article summarizes the most basic characteristics of the culture industry from diverse industrial shape, and proposes new mentalities of the culture industry classification after unifying concepts and connotations of the culture industry: Discriminate the culture industry for three kind of different types which is resources, ability as well as the technology and so on, and elaborate and demonstrate three kind of different type in the concept, the characteristic, the status, the function, the industrial shape as well as distribution systematically. Then on basis of elaborating concept of competence and core competence in the culture industry , analyze and reveal the integrant elements of core competence of the culture industry; Obtain the conclusion that core competence of the culture industry mainly includes the resources conformity ability, market response ability as well as continuative innovation ability; And discuss characteristic and difference of the integrant elements of core competence of the culture industry among three kind of different type separately: The core competence of resources culture industry relies heavily on resources conformity ability, the core competence of ability culture industry depends highly on market response ability, and the core competence of technology culture industry is mainly decided by continuative innovation ability.Then on the above research foundation, this article elaborates and demonstrates incubation countermeasure systematically of core competence in the culture industry from incubation process, incubation strategy as well as external environment building and so on three aspects. Its main strategy is, the resources culture industry should protect and use the culture resources, making culture resources industry chain to accomplish the resources conformity ability, ability culture industry should establish the flattening organization or the hypothesized organization, implement decentralization leadership system to elevate the market response ability, the technology culture industry should establish the study organization, uses the flexibility human resources management to promote continuative innovation ability. Finally this article conducts demonstration research to the incubation of core competence in the culture industry in Hunan Province, on the basis of analyzing the current situation and the reason, I raise concrete countermeasures to incubate core competence in the culture industry of Hunan Province.
