A Research On The Administration Of River Conservancy During The Reign Of Emperor Yongzheng

The research on the administration of river conservancy during thereign of Emperor Yongzheng is a weak link in the field of historystudying. But the author believes that it must be paid more neededattention to because of the following two reasons: First, the rectificationby Emperor Yongzheng consolidated a basis not only for the riverconservancy during the reign of Emperor Qianlong but also for aflourishing age, and the systems of river conservancy works set up byEmperor Yongzheng were lasting more than one hundred years. Second,without understanding the administration of fiver conservancy during thereign of Emperor Yongzheng clearly, we can not better understand thepolitics, society and economy at that time.During the progress of studying, the author tries to draw the outlineof the administration of river conservancy during the reign of EmperorYongzheng, as specific as possible, and to point out the historical truth,by collecting and analyzing the historical data.This thesis which emphasizes on studying the management of theriver conservancy works, is made up of four parts.The first part deals with the target of assuring the transport of grainby water to capital in Qing dynasty by harnessing the Yellow River, aswell as the thoughts of Emperor Yongzheng who wanted to put the riversunder control.According to normal tenet of management, it is needed to look intothe administration of river conservancy during the reign of EmperorYongzheng from four aspects: the men resources, the buffets, the goodsand materials, as well as institutions. So the second part specificlynarrates and fully affirms the achievements made by Emperor Yongzheng, including the rectification of the officials, the coordination of riverofficials and local officials, checking up on forced laber, collecting andusing and checking the expenditure of fiver works, as well as theconstruction of institutions which concludes the official establishment,the regulations of repair and precaution, the rules to assess the work ofofficials and keep the bank consolidate.The third part comments on the success and failure of theadministration of river conservancy, and the historical limitation ofEmperor Yongzheng's administration of fiver conservancy is shown.The forth part is conclusion which point out the place of EmperorYongzheng in history and we can draw some lessons from him.
