With the informatization of life and the globalization of economics, English as a communication tool, becomes more and more important. In china, we think much of it, especially for college student. They spend much time in learning English, but the result is not as good as they have expected. In the early 1960s, some western educationalists began to advocate taking autonomous-learning ability as the ultimate goal of education. From then on, more and more experts have realized that autonomous-learning could answer for the rule of language acquisition and help to enhance the influence. By this way, students can also improve autonomous learning ability which is the request of information era, the foundation for life education, and the primary aim for contemporary education. With the development of information technology, learning by web has become more and more popular. Through web, learners can plunge into study anywhere anytime and communicate with each other well. The combination of autonomous-learning and web will improve current situation of college English study, as well it is the trend of future language learning.To combine autonomous-learning with Web, constructing a learning environment is fundamental. By investigation, the author finds that the existent software or platforms are devoid of academic instruction. What is more they are lack of evaluation function. Therefore the author takes autonomous learning and evaluation function as the two main keystones. At last basing upon web, the author constructs an English learning platform which is of Browser/Server framework. The characteristic of this study is embodied in evaluation module. It imports worldly popular assessment ideas and tools into platform design. These tools include competence assessment tables, development evaluation tools, formative assessment tools, and growing records bag etc.There are five chapters in this study.Chapter 1 is introduction. It chiefly deals with the background, main work and the significance of this study.Chapter 2 expounds the academic base for college English autonomous Learning platform.Chapter 3 and chapter 4 are the cores of this study. Chapter 3 concentrates on the design for the whole system. Chapter 4 is about the design for evaluation module.Chapter 5 is the conclusion. It reports the use of this platform, and sums up the fruits and the shorts. The last is the expectation for aftertime.
