The cause of Social relief in Chengdu was quite prosperous during the period of Republic of China. There emerged nearly 100 charity organizations from 1920th to 1940th, and most of them are non-governmental ones. Generally speaking, the non-governmental charity organizations took the form of traditional social relief. However during the transitional period of the new and old ideas about Social relief, these non-governmental charity organizations would have influence on the future ones. The Chengdu Cihui Tang, which developed from Charity Affairs Office of Qing Dynasty, featured with the conjunction and conflict between the modernization and tradition with the respects of its operating ideas, forms, outlay, and its relationship with the government.This paper tries to reproduce the historical dilemma that Cihui Tang faces, the way in which it survives and develops, therefore to prove its complexity. Meanwhile, its relationship with the government is also discussed. During its process of"Government deals with the social relief", it is supervised and financially assisted by the government. Its main activities are also relied by the governmental support. The above reflects their mutual support and reliance.This paper is divided into following parts:Introduction: Introduces the history of Charity Cause, and makes definition to the concepts of"charity","Charity Organization"and"Charity community" Chapter One: Mainly discusses the process of the origin, development, and maturity of ideas of Chinese Charity Cause, and its transformation,because of the influence of relevant overseas ideas during the period of Republic of China.Chapter Two: Mainly researches on the foundation time, the form of social relief, the expense conditions and the relationship with the government of Chengdu's Charity Organizations during the period of Republic of China.Chapter Three: Mainly investigates the developing situations of Chengdu Cihui Tang from 1924 to 1949.First, introduces the reform of its management departments; then researches its branches with details.Chapter Four: Mainly studies Chihui Tang's source and expenditure of its layout. Its financial source is made up of rent of the farmland and real estate, government assistance, social donation, and the profit of Peigen Match Factory, and its expenditure of enterprise and administration.Chapter Five: mainly discusses its relationship with the government. The government not only supplies the financial assistance and political protection, but also checks and supervises it. Sometimes the government even interferes its activities during some special time. Still, The Cihui Tang also relies on the governmental power to solve its problems.Conclution: This paper mainly discusses the features of Chengdu Cihui Tang, therefore to illustrate the complexity and limitation of The Civil Charity Organizations during the period of Republic of China.
