In the late Qing dynasty and the early peroid of the Rebublic Of China,The Parliamentarism was carried out in Gansu Province.It was undergone the period of the provincial assembly,the period of the temporary province council and three successively sessions of formal province council.The provincial assembly in the late Qing dynasty was a organization that only given advices.It fell behind the southeast provinces in many sides,such as the election of members ,the discussion of the motion and the praction of the motion,but it was the begginning of democracy in Gansu.The temporary province council played an important role in the law-making in the charge of Li Jing Qing who was a domocratic in the commencement.But a short time late,democractics was beat because of the weakness of democracy base in Gansu.,the temporary council became the tool of right contention.In 1913,The province coucil was established formally,and the democracy began to developed step by step,but also fell behind the other provinces.Of course,there were many reasons in the aspects of history,culture, economics ane so on.Although the process of Gansu province council fell behind the other province from the crosswise view.Gansu had a great progress at a poor foudation from the longitudinal view.
