In the historical narration which takes film production as the main body, researches for the film censorship is particularly weak, while it is a significant issue in the fields of jurisprudential, sociological, administrative research of films. The Film Censorship Institution is an indispensable carrier to the birth and development of film censorship system. The recognition and research on the Film Censorship Institution will facilitate the all-round image of the history of Chinese film. The thesis has taken a special subject—the Film Censorship Institution during the Special Period. By doing researches and analyses of its working status in Chongqing from March 1941 to August 1944, the thesis strives for making a retrospection of the history of film censorship by KMT Government during the middle and latter phases of the Chinese Anti-Japanese War.During the War, when Chinese film went through a very special course, in view of the special characteristic of this period, KMT Government restructured the former Central Film Censorship Committee into the Film Censorship Institution during the Special Period, which was moved from Guangzhou to Chongqing in March 1941. Chapter One analyzes the background of the establishment of this institution, and identifies its move into Chongqing as after an even more special period of "Southern Anhui Incident". Chapter Two focuses on the Temporary Regulation of the Film Censorship Institution during the Special Period. This document reflects the basic intention of KMT Government and the special characteristics of the standards this institution adopts in film censoring. Chapter Three sorts out main tasks of the Institution in Chongqing. Considering the special circumstances during the middle and latter parts of the War, the Institute adopted a series of concrete measures and strictly follows them. Through inspecting the concrete data of the censoring subjects, Chapter Four makes a microcosmic analysis of the working status of this Institution. The data includes two sources: the overall analysis of the number of films censored from April 1941 to August 1944, and taking the year 1943 as an example, and analyzing the cut content to banned films. The last chapter describes the removal and shift of the Institution, and briefly discusses the development and ending of the Film Censorship Institution of KMT Government during that special period.
