The Design And Operation Of The Film Censorship System In Nanjing National Government Period(1927-1937)

Before 1927, appeared in the local elite groups dominated the film censorship, but this period of the film censorship fragmented, and has not formed a unified system. After 1927, Kuomintang nominally unified national regime, the beginning of the implementation of "ruling the country by the party", the film, not only was regarded as educational tools, became the tool of propaganda of the party and the government, the national government urgently need a set of film policy to maintain order in the film industry, uniform film censorship system emerges as the times require. Subsequently, the KMT began to dominate the film inspection, issued a series of rules and regulations on the film censorship,film inspection from this to the legal management track.During this period, the film inspection system was influenced by the political thought of the ruling authorities, so it had obvious centralization of power. With the reorganization of the central electric inspection, its conservatism is further intensified, making the system in the specific operation of the electrical inspection faces many challenges.In this paper, the Nanjing national government period of the film inspection system as the research object, divided into four chapters on the system design and operation of research and analysis.The first chapter analyzes the causes of the electric inspection system in the period of Nanjing national government. With the Kuomintang authorities unified the political power in the form,In order to strengthen the control of the central government, To implement the rule of the party,the national government has tried to make the film inspection as a tool of ideological control. And as a result of the development of the film industry, the negative impact of the film has been highlighted, people of insight strongly called for the control of the film. Before the National Government,film censorship has appeared,but this period of inspection has not yet formed a system of the system, can not meet the needs of the development of the film. Therefore, Nanjing national government on the basis of the above reasons, set about making uniform film censorship.The second chapter analyzes the system of electric inspection during the period of Nanjing national government. Review of laws and regulations for the inspection of films in this period. In general, the legal system of film censorship has been formed, which is the core of the Film censorship law. Before the film censorship of Nanjing national government, other countries have formed a relatively mature system of film censorship. the film censorship legislation of Other countries were compared from the three aspects of organization, rules, standards in this paper, by horizontal analysis and comparison, to further understand the content and characteristics of the film censorship system in Nanjing national government period.The third chapter explores the actual operation of the system of film censorship in Nanjing national government period. Respectively, the film inspection procedures and the situation of the film were analyzed. In the analysis of the inspection, the overall analysis and type analysis were carried out. In the actual operation of the film censorship, there will inevitably be affected by the interference of the Local Party headquarters, Military Departments, the concession forces and media groups, film censorship was influenced by different degrees.The fourth chapter is the reflection on the system. When facing the needs of society and public opinion called for, the national government established a unified system of film censorship timely, standardizing the film industry, clearing away some of the obstacles for the development of the Chinese film, reached the purpose of the social control in a certain extent. But at the same time, because of the complex social background and party game, the heavy political color, lack of ability to review the subject, ignore the problem of local differences, limiting the development of the art of the film.
