Under the new situation of economic globalization and China's accession to theWTO, China's foreign trade has developed rapidly, which in 2004 has become one ofthe three powerful World trade, but in external culture trade, has lagged far behind thecountry's overall foreign trade increase, and there is a huge deficit, This is notconform to China's status as a great power.Due to the uniqueness of the cultural trade, which has important economic,political and cultural effects, increasingly attracted the attention of the internationalcommunity and become a new area of competition in international trade. This paperattempts to study how to develop China's foreign cultural trade from the strategiesand policy stratification plane, Based on the current development of Chinese culturaltrade, pointed out the reasons for the delay of China's external trade culture, using thecombination of qualitative and quantitative analysis, take the book publishingindustry as an example, Analysing the international competitiveness of Chinesecultural products, and on this basis learned from the United States, France, Germany,Canada and South Korea's successful experience in development, Put forward aproposal for China's foreign cultural trade development strategy and policy under thenew situation, To expect that provides a reference to the development of foreigncultural trade of China.
