The article illustrates the agriculture tax system's changing process in theYiChun County from Ming dynasty and Qing dynasty to now. It shows that the taxsystem in the Qing dynasty originated from it in the Ming dynasty. In the twoperiods, the governments both carried out the reformations which were almostcommon in the quality and effect. The agriculture tax system in the Republic ofChina still inherited their methods in many respects from Ming dynasty and Qingdynasty, but its surtaxes problem was showed more outstandingly than in the otherperiods in the history. In the early period of the People's Republic of China, theagriculture tax system was adjusted, yet peasants understanding taxes quantity didnot be alleviated. After the Reformation to open, the government tried hard to keepthe stability of the tax's rate. But the economic slowness in the agriculture and thebearing problem of peasants made the agriculture taxes become the outstandingproblem in the village's and agriculture's developing process. The taxes and feesreformation in 2001—2005 made a practical and effective step in solving the taxesand fees problem of peasants. In 2006 the agriculture tax was cancelled thoroughly,and it solved the bearing problem of peasants by the root.
