After the World War Two, the American senator Fulbright introduced an international understanding program which was then called as the Fulbright program. As a show of the U.S.'s foreign policy in culture, this program was then the most one in scale, in affection and in continuance all over the world. China was once the first nation that signed the agreement and carried out the program with the U.S.A., but as the result of the revolution, the program paused. This thesis want to analyze the factors that why the two nations wanted to sign the agreement eagerly, and to show how the program being carried out during the year that followed, and at last to summarize the affection of the program's administration to the two nations.
