Since China's reform and opening up, growing national strength and international status has risen considerably. Driving the country's strong language, strong overseas through various means increasing the number of people learning Chinese. The Chinese government seizes the opportunity to start brewing in foreign language and culture promotion agencies, and springing up Confucius Institutes around the world. Just a few years time has made remarkable achievements, repeated as national media coverage and public discussions.Confucius Institute is a non-profit educational organization for the purpose of teaching Chinese language and expressing Chinese culture. Under the guidance of Hanban, it carries out Chinese language teaching and cultural exchanges through Sino-foreign cooperation. Confucius Institute founded in China in response to new historical conditions, education, international exchange initiatives, is the footsteps of education to the world, so that foreign educational exchange presents many new and unprecedented features. The Confucius Institute has experienced encouraging development. At the same time, it also faces many constraints. There is a still long way to go.This thesis takes overseas Confucius Institute opened by Sino-foreign cooperation from 2004 to 2009 for study. It presents comprehensive observation for motives and background of the development of Confucius Institute. It describes practical activities and figures out the characteristics of the Confucius Institute, taking the University of Kansas Confucius Institute for a specific example. And it also gives objective evaluation of the status and impact of the Confucius Institute to highlight its significance in the history of Sino-foreign educational exchange, while thinking the practical problems at this stage.
