A Study On The Political Power Construction Of Anhui Anti-Japanese Democratic Base Area

During the political power construction of Anhui Anti-Japanese Democratic Base Area, party and government leaders of the New Fourth Army strictly implemented the directive spirit issued by the Party Central Committee and the Central China Bureau as well as combined the local actual situation. The political power construction developed more quickly and uniquely although it started later owing to various subjective and objective reasons. The political power of Anhui Anti-Japanese Democratic Base Area consisted of Representative Assembly, Government and Court. In order to unite various social strata people to fight against the Japanese invaders together, from 1940 on, the 3-3 principles was implemented in all political power construction. Anhui Anti-Japanese Democratic Base Area also practiced democratic elections at the grass-roots mainly in the form of township elections, which fundamentally changed the political power at the grass-roots level controlled by the landlord and the gentry. In view of the Anti-Japanese War entering a stalemate and the serious difficulties appearing in the bases, the party committee of the bases firmly executed the directive of the Party Central Committee to implement better troops and simpler administration and achieved remarkable results. Meanwhile, in order to eliminate the corruption which appeared in the party and government institution, the party committees at all levels enforced building an honest and clean government depending on ideology, legislation, institution and democratic supervision mechanism. Especially, Liu Shaoqi, Peng Xuefeng as the representatives of leading cadres set an example and played an exemplary vanguard role. Through intensively carrying out the political power construction, it formed a sharp contrast between the bases'democratic and honest political image and the NUC District. The broad masses of workers and peasants also obtained the practice, enhanced their own democratic political consciousness, strengthened the participation in government and the deliberation over government affairs awareness, thus changed the social and political order in the countryside. The political power construction also further consolidated and developed the bases, which is to strove for the Anti-Japanese War and even the entire victory of the New Democratic Revolution had prepared the important condition. More importantly, as the Chinese Communist Party's new democratic political practice, it had established the embryonic form for the New Chinese political power and the system of multi-party cooperation under the leadership of the Communist Party.The political power is the core of a nation's political life, so how to build a good state power is an important issue which is related to the position of the ruling party and the nation's prosperity and failure. Recalling the history is to look forward the future. During the Anti-Japanese War, the CCP explored a series of valuable experiences in the bases'political power construction, which is worthy of being studied and discussed. Based on researching and analyzing the political power construction of Anhui Anti-Japanese Democratic Base Area, this article tries to summarize the success and failure to provide experiences for today's democratic and political construction.
