The Han and Tang Dynasty were the most resplendent era in our thousands years history.During Han Dynasty,the foreign policy was up-and-coming and expansionary, the central government was very close with the government of minoritys around the country,and also initiated the first climax of the intercommunion between Han and the minoritys which exist in northwest of China.To ensure the safe of country, prevent the invade from Hun, enhance the control of Hexi region, government began to set up four shires which were JiuQuan,DunHuang,ZhangYe and WuWei from the emperor Wudi of Han.At the same time,the government encouraged peoples moved to the border area and set up the garrison system to manage.The food and clothings of the soldiers in the garrison system were afforded by the government.Because of the lack of food,the supply from the government was not satisfied the normal demand of the soldiers.So they often had to sale their clothings to exchange food which they need.These far-ranging existed trade actions were potent impulse the control of the area. On the other hand,Mr YuYingshi and Mr Michael Loewe considered that the foreign trade was the pith of the manage in the Hexi region.With the investigate of the strict restrict of the personal foreign trade, strict system of toll-gate,high impost and the recordation of come-and-go peoples from the multi-strip which excavated in XuanQuan,DunHuang,we think that the viewpoint of Mr YuYingshi and Mr Michael Loewe were need to deliberate.
