To develop the cultural businesses and the cultural industries, from spirit realm, political realm, and economic realm, have important realistic significance. To develop the cultural businesses and the cultural industries, the most important resource is a talent, who is the key factor affecting the development of the cultural businesses and the cultural industry. The cultural system is a soldier in the battlefront and main power of development of the cultural businesses and the cultural industries. Management of the talent in cultural system count for much function to development of the cultural businesses and the cultural industries. As a big province of the cultural resources and having a large number of talent, Hubei also put forward a object that to develop from the big province of the cultural to the strong province of cultural. Therefore, carrying on research in the talent's management in cultural system of Hubei province has very strong realistic significance to support the development of the cultural businesses and the cultural industries in Hubei. On the foundation of the accurate definition" the cultural system" and" talent in cultural system ", analyze the total quantity and constitute of talent in the cultural system of Hubei province, we can discover the management in the talent in cultural system of Hubei province has 4 problems: the shortage of talent investment; the structure of management of talent does not work; lack the effective management of attracting and training of talent. To solve these problems, strengthen the talent's management in cultural system in Hubei province has 4 aspects from macro views: making the analysis of talent's supply and demand well; establishing the " three mechanisms"; Speeding up the changes of functions and roles of the cultural management department; and making use of the opportunity of" The Eighth China Art Festival" to get more investment and support. The concrete methods are to enlarge the investment of the talent; to improve and perfect the encourage mechanism; to promote the personnel reform; to set up cultural talent's information database.
