A Study Of The Construction Of The Rural Public Cultural Service System In Hubei Province In The Process Of New Urbanization

New urbanization strategy, a major strategic initiative for the adjustment of economic structure and transformation of the development mode, is conducive to narrowing the gap between urban and rural areas and improving harmonious and stable development of society and economy. In the course of new urbanization, to accelerate the construction of rural public culture service system is an urgent need for building a socialist harmonious society and safeguarding social fairness and justice, as well as a new culture consciousness in the historical process of building a moderately prosperous society, it reflects the administration transformation of government from traditional controlling-orientation to modern service-orientation, which also plays an important role for balancing urban and rural development and promoting the culture prosperity.In this paper, taking new urbanization as the background of survey and using the method of historical research, field surveying, data analysis, and summarization, it discusses the construction approach of rural public culture service system on the basis of urban-rural integration, equalization of public services and new public services theory and the existing domestic and foreign studies.Firstly, it reviews the development process of the rural public culture service in Hubei Province and analyzes the development of rural public culture service system in the process of new urbanization.Secondly, based on the analysis of Statistical Yearbook of Hubei Province, Statistical Yearbook of the Cultural Heritage, Statistical Report on the Economic and Social Development and other statistics like questionnaires analysis for farmers’cultural life from 2011 to 2013 in Hubei Province, it discovers such problems of public culture service system construction during the process of new urbanization of Hubei Province, as the short supply of public culture infrastructure, low utilization rate, "structural imbalances" of the supply of public cultural services and low quality cultural personnel team of overall rural public cultural service system, as well as presents an analysis for the reasons of those problems mentioned above.Finally, according to the current situation of new urbanization construction in Hubei province, to optimize overall construction layout of the rural public culture service system from macroscopic design perspective, it puts forward a practical and effective approach to the establishment of rural public culture service of Hubei province from the respect of construction of small and medium towns with characteristics, innovation of management system and mechanism of rural culture, balancing facilities network construction of the urban and rural public cultural service, broadening the supply channel of rural public cultural service and establishing a scientific and rational team for rural culture service.
