The process of United States foreign policy-making is very complex. When formulating a foreign policy and dealing with international affairs it will be influenced by various factors, including economic disputes and political competition as well as the will of the leaders. Another diplomatic thinking in the decision-making process is a more important factor in the decision-making process is the underlying factor.After World War I, fear war sentiment was widespread.The peace movement was surging, and the post-war international relations was complicated. The United States was entangled in the European war loans and the issue of war reparations.In such an international context,the non-war pact signed in 1928 was to say"war is abandoned as a tool of national policy in general treaty," also known as the Brand– Kellogg pact. This paper is to see how the United States act in the process of signing on idealism and realism diplomatic thinking.As well as after the signing, how is the United States act when dealing with international affairs as the dominant countries. Paper hopes that the system can sort out the whole process of the United States signed the pact to sum up the trend United States foreign policy in the 1920s, and inspected the United States,as the most democratic country, promote ideal first, or the national interests first when signing the pact for peace.The paper is divided into three parts, background, process and the concrete application of the pact.The first part of the signing of the Convention on the background. Wilson was now in the ascendant in the 1920s, and the United States and the ideals of the United States did not withdraw from the political arena, idealism is still affecting the United States foreign policy as an important factor, and had experienced the First World War it was difficult to forget the cruel of war. Under the impetus of the pacifists, the United States can not refuse the peace calls from France. At the same time, realism factor is the foundation of United States foreign policy and economic strength of the surge in the world that the United States hopes the political arena in the world. On the issue of the failure of the United States hope to enhance their political influence to boycott the National League. Another disarmament situation has made the United States and the European diplomacy utilitarian factors greatly increased.The second part is the process of the Non-war Pact signed. By diplomacy policy United States sieze the early stages of negotiations and win the contract initiative. Both the United States and France is simply shirk responsibility and safeguard their interests.Although the United States flaunt world peace, in the actual signing of the contract when the purpose of the United States is very clear to maximize the interests of a minimum price. After signing the Pact which the United States did not pay any price, but greatly enhance the international influence.The pact is not to play any real role in the war.The third part is divided into three chapters.The main contact is that after the signing of the Convention, how the United States use the Non-war Pact to resolve international affairs. In this part, I selecte three examples.the first practical application–the incident of Chinese Eastern Railway, the September 18 Incident which we are most relevant to, and the Nuremberg Trials which the pact play a substantial role in firstly. These three events are closely related and interests of the United States. In this section, article analyses the diplomatic process in the United States in the face of conflict of interests and ideals. What the policy based on -interests or ideals.
