Among Japanese aggressive economic polices, salt plunder is a very important one. Salt not only plays a very necessary role in our daily life, but also can be applied in other fields widely. Chlorine and Glauber's salt, important raw materials in military industry, can be extracted directly from the salt.Changlu is one of the Chinese largest salterns and Japan desired it for a long time. In order to plunder as much salt as possible, enlarge and deepen the exploitations, Japan adapted some measures: on one hand, Japanese invaders reorganized the old salt fields and developed the new ones; on the other hand, they limited the consumption of the salt in the enemy-occupied North China by introducing the salt ration system to prevent the salt from entering the Communist-party-occupied area.Japanese salt plunder of Changlu is a hardest time in the salt industry history of North China. The salt maker suffered from the brutal squeeze, struggling at the edge of death, and compelled to revolt; The normal inhabitants were greatly effected, they had to take the tasteless food or were forced to buy the illegal salt. Even the salt merchants received Japanese invaders'squeeze. The salt bureau of North China controlled by Japanese invaders was rather corrupt, including every ration organizations. The salt administrative system was destructed badly.
