The Study On Ethics Responsibility Of Network Information Administration

With the rapid development of network technology and the widespread application of information, man has been entered the information-oriented society. To some extent, the information has been a basic social element. As a main carrier of informational communication, the network has also become a major information space for human to communicate. On the one hand, with the advent of information technology, it has improved human life, triggered "information economy" and "knowledge economy", and speeded up the development of the whole society. On the other hand, as the'second space'for human being, it largely has enriched human's spiritual life, enhanced individual consciousness, and accelerated the course of human civilization.Technology is a double-edged sword. While information technology provides opportunities for individual development and enriches human spiritual life, it also brings some urgent problems. The greatly affluent network information has taken goodness, kindness and beauty to human people, however, false, badness and ugliness have also came out. With the impact of Western moral relativism and absolute liberalism, plus the motivation for economic interests, the spread of information online deviates from rational morality and social ethic. Therefore, the ethical responsibility for administration of networks is missing, and in result that the networks are flooded with a mass of rubbish information, such as violence and pornography, uncontrollable mendacious information, net mobs, etc. If these problems cannot get serious consideration and solved as soon as possible, they will bring unpredictable catastrophic consequences to the future of net society and thus have a major impact on real life.Accompanied by further reflection on these problems and the unremitting pursuit of rational information administration, there is an urgent appeal for ethics responsibility for net information administration under the circumstances. As an important morality, the ethics responsibility is of great value in maintaining public order, improving private morality and promoting the level of social civilization. In the information society, which shares the same nature of the real society, it is conducive to consolidate the ethnics responsibility consciousness of the net administrative persons if that of the director, namely, praising truth, good and beauty while castigating the false, evil and ugly, is strengthened in the information administration. Further on the road, it will also boost a healthy development of the information society. Therefore, it is not only of theoretic but of practical significance to penetrate into the ethics responsibility within the network administration.Focused on the current conditions of network administration, this paper carries out a deep analysis, expecting to bring about effective administration in terms of the ethics responsibility within the network information, thereby promoting the network information transmission onto the ethnic level and leading it towards "good", melting the "true" spirit of network technology with the "kindness" of the transmission, in turn to offer people a harmony network information society.Currently, the network information is in disorder on the whole. Supposing that the ethics responsibility is to be established under the present circumstances,which is short of effective inspection and control, it is of urgency to solve the following problems: Who should be responsible? Why to be responsible? What duty to shoulder? How to be responsible? Based on the above-mentioned logic structure and the principal materialism dialectics, this paper is exactly dedicated to discuss all these problems. The main body (who should be responsible), the principle (why to be responsible), the establishment of the management's ethics responsibility (what duty to shoulder) and the tactics to implement (how to be responsible) are of tentative value from an ethical perspective.The ethics responsibility for network information administration means that the behavior bodies with the right of self-determination engaged in network information administration do what they should bear responsibilities and undertake obligations according to the practical situation of network information administration. It is a unity of the objective regulations over information administration and the consciousness of the information administrative bodies. As the main body of the network information administration, whether for the individual, website or the government, it is necessary to accomplish its own obliged duty in the light of the rational moral reflection for the practice of the network society and the network information administration. Therefore, firstly, the free network individuals ought to undertake ethics responsibility for the information administration and the liberty of the information choice; the next comes to the information carrier, the website. Since its status as the director, it ought to hold the following ethics responsibility: honesty of credit, guide for the public values and transmission of the culture; and the last reference should be made to the government, who bears a close relationship with the network, its ethics responsibility includes: information service for the people, values guiding and medium surveillance. Only on the principle of establishing responsibilities harmonizing the relations of freedom and responsibility, rights and duties, motivation and effect, in the methods of establishing responsibilities with the reciprocity of rights and duties, the establishment of responsibilities in accordance with status and the enlightenment from apprehensions, by practical strategies of strengthening responsibility instruction for the network information administrative bodies, enhancing their self-discipline capacity, and creating a system of fulfilling ethics responsibilities for guaranteeing rights and duties, can the ethics responsibility for network information administration be established.
