Under the new economic and technical environment, each country and area was positively pondering how to use the limited resources to create the biggest value. The practice of cultural & creative industries indicated that using person's creativity, the skill and the traditional culture art's union not only can lead the traditional industry to promote, but also can acquire the high economic efficiency. So lots of countries and areas take the measures to promote the cultural &creative industrial development in great efforts.Taiwan, once "the manufacture superiority", had created the fast growth miracle in the history. Because of the globalization of resources flowing, the manufacture superiority position is substituted by other areas that have lower production costs. And Taiwan needed to upgrade industries gradually. Taiwan implemented "the cultural & creative industrial development plan" as a key impetus project, which is aimed to integrate the culture and creativity resources and unify the new operation patterns and then to apply them into the business practice. As a result, Taiwan's economy shows new vitality.As a policy concept widely mentioned, the cultural & creative industry definition and the industrial scope did not have authorities to explain and the business models also had disputes. Based on the summary of Taiwan's cultural & creative industry and the analysis of the successful business models, this paper introduced the current situation of Taiwan cultural & creative industrial development and the promotion measures taken by the administration department and analyzes Taiwan cultural & creative industries' existing problems, also summarize three kinds of relatively mature business models: the use of unused space, the innovation of traditional culture industry and the creativity promotion of the sunsetting industry. The paper focuses on the analysis of the three core essential factors in the cultural & creative industry value chain: creativity social stratum, the cultural commodity and the cultural & creative products consumers. A deep analysis is also carried on successful promotion of Jimmy brand of the Black Color International Limited company. From the above, the author summarizes three enlightenments from Taiwan culture creativity industrial development and business models: The culture is a kind of capital; the creativity value manifests in the brand construction, the creativity districts should become platforms to integrate resources. This article is ended by a forecast of the prospects of Chinese culture creativity industries and the different industrial position of the important cities from the macroscopic view.
