The demand for cultural products and services grows daily worldwide, driving Chinese culture going outwards, which calls for more cultural exchange and communication between China and the other countries. The Going Out strategy of cultural products and services has been one of the essentials in culture industry development in our country, which does not only depend on its government guide, but also the support and involvement of broker bodies and professionals. As the lubricant for cultural market, the cultural brokers have been playing positive roles in stimulating the market. China's culture industry development needs talents who own profession strength as well as well-round knowledge of the world, to be the link for Chinese culture and the international market. Going Out strategy sets the demand for developed cultural brokers, in another way, in order to promote the Going Out strategy, it is significant to build a highly advanced culture broker group. Therefore, under the condition of globalization and China's realization of membership of WTO, how to enhance the qualification of the cultural brokers; how to consummate the development of cultural broker bodies; and how to guide them for standardized operations, are all of important study projects for us.
