Tzu-I-chu played an important role in the history of the parliament system development in China, As an experiment with defects, its contribution is not how far it had pushed forward the process of the democracy development, but it had light the torch of the democracy, and lead the people at that time to insist on fighting for the true democracy's coming. I select Tzu-I-chu of Fujian province as the subject to study, one aim is try to discover its position in the history of the parliament development of Fujian province, the other aim is to see the overall situation of China from the other way through the part researching. So in the article, I gave Tzu-I-chu of Fujian province a full view, from background to making arrangements, from organizational system to operation, and to be replaced by the provisional congress of Fujian province at last. In the course of studying, I used not only the comparison means but also the analytical means of psychology. My study about the Tzu-I-chu of Fujian province is superficial, so another aim of mine is casting a brick to attract jade.
