This paper is divided into two parts. First part briefed the life and performance of Luo Cheng. Luo Cheng,took office in northern of Ming dynasty in Longqing, Wanli period.lying in the first line of contact of Ming dynasty and Mongolia for more than 20 years,he participated and sponsored some major events of the Ming- Mongolia relations. The second part researched Luo Cheng how to handle the relationship of Ming and Mongolia,that is , the main body of this paper is mainly on two aspects. The first is about Luo Cheng dealing with right-wing Mongolia. In Wanli period, Luo Cheng superintend Shanxi, Datong, seven years later,he dealed Mongolia's tribute with right-wing, led by Anda Khan. From safeguarding the overall situation of intercity, Luo Cheng actively pursued established appease policy of Ming dynasty, established rules to regulate the intercity order, and took measures to reinforce frontier fortress, resolutely cracked down disruption,and handled the Ming and the right-wing Mongolia tribute through successful mediation Shunyi Wang Si closure issue, made important contributions for Ming-Mongolia maintaining a peaceful relationships in the longer term .The second is about Luo Cheng how to deal with the military conflict of Ming and Qinghai Mongolia.In 1590, Ming appointed Luo Cheng to handle the military conflict of Qinghai Mongolia. In accordance with many years experience of dealing with Mongolia, Luo Cheng had a comprehensive understanding about this military conflict,and isolated Xihai Mongolia; weakened forces of Mongolia; took many measures to contribute Chelectra to return the East; burned Yang Temple, and successfully pacificated the conflict and stable the Ming- Mongolia relation. Generally,standing on the position of Ming, Luo Cheng successfully treated a series of important events in the Ming- Mongolia relations, but some things did not receive the desired effect.
