Jiangsu is a typical province in lopsided development of regional economy. As a result of conducting constrction of rural area culture and paradjgmatic culture county ,such as Culture Aisle , Dandelion Plan and Knowledge Project, the investment in rural area culture is increasing and the peasants' culture life is improving. However, limited by many conditions, the behindhand infrastructure of rural area culture ,the dull peasants' culture life and the poor touching with contemporary culture is at large in rural area, especially in the north of Jiangsu province.The essay analysis the status quo of rural area culture in Jiangsu province in three aspects. Since the start of the reform and opening-up era ,it has made headway in rural culture of jiangsu province, however, there are quite a few problems besetting it in generally. Culture production is divorced from consumption. Although quantity of output is steadily picking up, there are few selection representing times and fine works catering to popular taste to meet the public demands of culture; There are many distinctive abundance of cultural lives in economically developed areas in the south of jiangsu province, while development of rural culture start at a very low level in economically backward areas in the middle and north of jiangsu province; The peasants education level is low and the scientific cultural qualities is poor.The causes of the problems is owing to : The shortage investment of the government. The growth of average annual expenditure on rural area culture is lower than that of revence, and the provincial expenditure is lopsided and regional. The lopsided development of regional economy. The slow-motion changes of conception. The lackage of scientific spirit .Peasant being educated and modernized is premise of construction of the rural area culture .The peasants' stuff, technological capability, ideological and moral development has a decisive bearing on the prospering or decline of construction of rural area culture.In order to promote the development of rural culture, it is necessary to set a strategic goal scientificly and adopt practical and effective measures to develop the rural cultures. That is increasing the government expendieure on it, providing more contribution to develop public culture, guiding the peasant to organize and participate all kinds of culture activities by themselves, reforming system of culture management by changing the government function from administrator to conductor, and developing appropriate culture market.
