The development of new areas of cities is always the important way of city development. This has begun since the founding of new China and got into a new stage after the Reform and Opening-up. In these decades, the new areas have achieved great success and have made huge contribution to the economic and social development of China. And the function of new areas is changing; many of them have changed from industrial district to comprehensive district.In this process, administrative division adjustment may happen, and many problems will appear.To find out and solve these problems, this study chooses the new areas of cities in China as the object. We traced the developing history and investigated the present situation of these new areas. Then we analyzed the type and developing process of new areas of cities in China. The relationship between new areas and their mother cities also was considered. Especially, we analyzed the different features of new areas development in different times. We divided the management system of new areas into three different types:administration, enterprise and the mixture. Furthermore, we analyzed different types of the influence to the system of administrative division in urban area, and we thought that there are four types:set cities, set districts, set unformed administrative division, across divisions. We also discussed why there are different types of influence in different times, and we concluded that it can be explained by the "Administrative District Economy" theory and the tax sharing system.At last, we took Hangzhou as an example and studied several new areas of Hangzhou which had influence to the system of administrative division. And we bring some views and opinions to the problems they have.
