The Research Of The Greater Administrative Area System In The Period Of War Of Liberation

The Communist Party of China has established a greater administrative area system during the war of liberation, in accordance with that time's specific historical background and environment. The greater administrative area system is the highest developing phase of our Party being in power in local areas, it has a direct effect to the establishing and operating of local administration system since 1949. A comprehensive and systematic research to it will lead to significant theoretical values and practice meanings in carrying on and forwarding recent reform and innovation of local administration system as well as that of the administration system, political system in China.With the guidance of Marxism and Mao Zedong thought, by adopting methods of historical research, institutional research, political ecology research and interdisciplinary research, this paper make a systematic and profound state and study to the greater administrative area system of our Party in the war of liberation period.Firstly, this paper briefly elaborated the establishing background and process of people's democratic political power in liberated area as well as the nature and system of it, this is the premise and the foundation of our discussion to the greater administrative area system in the time of liberation war. Then, on the foundation of having collected massive that day's publications and documents which related with the greater administrative area system, this paper make a systematic and detailed inspection and analysis to it, mainly introduced the administrative regionalization and the administrative organization's establishment and operation of the North China people's government, the Northeast people's government and the temporary people's government of Central Plains Area, and also induced and summarized the common characteristic of the greater administrative area system of the war of liberation period. Finally, adopting the method of history and reality unified, this paper has proven the historical situation of the greater administrative area system during the liberation war on the basis of a relatively clear inspection to the greater administrative areas that once established in Chinese history. At the same time, combining theory with practice and taking warning from history, this paper discusses the system's precious historical experience and its reality enlightenment to the development and perfection of nowadays administrative system construction, the relationship between the central government and the local government as well as the local administration system.
