A Study On The Special Care System In Anti-Japanese Base Area Of Jin-Cha-Ji

During The Anti-Japanese War, a set of relatively mature special care systems were established in accordance with the typical conditions of the Base of Resistance Against Japan in Jin-Cha-Ji areas under the leadership of the Communist Party of china. On the basis of searching and organizing large amount of materials and with a dynamic research approach, this paper attempts to have a tentative study of the processes of maturity of the system, the actural operating conditions of carrying out the systems, the achievements they have gained, as well as the key factors which affected the operation and development of the systems.This paper consists of three parts:The first part elaborates the specific contents of the special care systems in the Anti Japanese war base in Jin-Cha-Ji areas. During The Anti-Japanese War, taking account of the finance, economic conditions and the living conditions of the families of the soldiers and the families of disabled soldiers in the areas, the base gradually improved the processes ,methods and standards of giving special care to the families of Anti-Japanese-War soldiers and the families of disabled soldiers, and finally making it a relatively mature system.The second part studies the practical operation of the special care system in the Base of Resistance Against Japan in Jin-Cha-Ji areas. In practical operation, the system had gone through the difficult start stage at the beginning of the War of Resistance Against Japan, owing to the complete change of the special care policy and the fundamental change of the situation for the better in the areas, the system had finally gone into sound operation.The third parts deals with two points. First, it summarizes the great achievements the Special Care System gained in the Base of Resistance Against Japan in the Jin-Cha-Ji areas. During the War of Resistance Against Japan, the governments in the border areas not only established, first in the history of Communist Party, a set of relatively mature special care systems, but also made them carried out successfully and ensured good living conditions for the families of the soldiers and the families of the disabled soldiers. Second, it gives a deep analysis of the three key factors which affected the smooth operation of the special care system in the Base of Resistance Against Japan in the Jin-Cha-Ji areas: first, how to deal with the relationship between supporting the army and serving people's livelihood, as both of them are the tasks of special care work; second, the function of mass mobilization and mass participation in special care work; third, the importance of investigation in the special care work, On the basis of the analysis, the paper gives a tentative exploration of the socialization of the special care work, which is the direction of the development of special care work.
