To the local television station, the 21st century is full of crises and unrest. Because the market economy develops more standardized and the accession to the WTO and digital technologies, the media industry meets with tremendous pressure and challenges. The unusually fierce competition forced local television stations to find unique competitive sword.It was also during this period, according to the local conditions of the place they live, the natural style, native people's living conditions, customs, as well as the different processes from traditional to modern civilization, part of (city) level television documentary workers produced a 'native' documentary. As such documentary is featured with the history and the humanities factors, and as documentary workers express the artistic representation and the performance of meaning, these documentaries are often so unique that conquer many documentaries at home and abroad and access to high-end awards. Chenzhou television is one of the representatives.Through the innovative production of Chenzhou television documentary, this paper outlooks the development trend of Chinese television documentary. If we put the innovativation of Chenzhou television documentary into the background of the development of Chiese TV documentaries, we can obtain a conclusion that local television station's advantage lies in the development of its localization, the unique political, economic and humanitive resources. If there is no characteristics in local television stations, they will not be able to adapt to the changing market. Both of the media units and the programs must address its own characteristics and capabilities, to pursuit its operating characteristics. Practice has proved that a good characteristics of a strong regional program can activate a viewing hour, and even create a new audience groups.From the development course and features, quality strategies, production difficulties, plight of cases and the production innovation, this paper analyses Chenzhou television documentary innovation, and aggregates that in the perfectly competitive market economy, the goods which are marketable and favored by consumer must be of good quality, characteristics and originality. As a special commodity, in the face of the unusually fierce media competition, the core of competitiveness of television documentaries lie in the good performance of the brands, the characteristics of localization and the course of contining to introduce new programmes.This paper researches the innovation of Chenzhou television documentary in a broad communication environmental, and reaches the conclusion that the documentary production shall change from native feature to international perspective, from emphasing meaning to concerning the audience, which is very important to the communication theory and practice.
