Material culture and non-material culture heritage represent the gorgeous culture that created by our ancestor. With the development of society and economy, protection of culture heritage is attracting more and more attention of academe and also the governments of countries over the world. China has 5000years' long history and abundant material culture and non-material culture heritage. Paper-cut art is one of them.Paper-cut, also called window flower is a type of folk art that has a long history. It comes of Han dynasty and was at the height of power and splendor in Qing dynasty. Paper-cut handcraft was recognized as one of the ten Chinese folk art heritages protect project in 2003, and more and more people at home or abroad interest in paper-cut.As the important part of paper-cut art—Shandong paper-cut art is very famous for its unique shape and character. Qingdao, a seaside city in Shandong, is cradle of Dongyi culture in the ancient time. Qingdao paper-cut art belongs to Jiaodong area paper-cut art genre, has the unique shape and character. It represents the taste character of Qingdao people, and the Qingdao convention and culture.On 10th Jan. 2007, government of Shandong Province promulgated the first set of provincial level non-material culture heritage. Qingdao paper-cut art was the 20th in this list, named Jiaozhou paper-cut project. This thesis will start with the paper-cut art in Qingdao area to analyze the clime character, taste feature, history evolution and actuality of it; to discuss the way of protecting the Chinese folk paper-cut art. Also, the author will discuss and analyze the new way of industrial development of paper-cut in other Chinese areas, and the new industrial development mode and method for paper-cut in the background of market economy.
