Analysis On The Status Of The Rural Cultural And Approaches To Hastening The Rural Cultural Development In Shandong Province

Culture, an important component of comprehensive strength of a country, is the powerful driving force behind the constant progress a nation has made. If the culture flourishes, the country will be prosperous. In order to push forward the great cause of building socialism with Chinese characteristics, to realize the great rejuvenation of the Chinese nation, full play should be given to the Chinese traditional culture in the process of development, and innovation should be made actively in the content and form of culture to facilitate the cultural building with Chinese characteristic.China is a big agricultural country. Although much progress have been make in agriculture and rural economy since the adoption of reform and opening-up policy, the rural cultural building still falls behind, posing a brake on the development of rural economy, affecting the building of a socialist harmonious society. Shandong, a big agricultural province, has a population of over 93 million, over 60 million of which is rural population, covering two thirds of the total population. To enhance largely the cultural quality of the rural population, to promote the building of rural culture, and to civilize and educate the farmer culturally and technically in the new era play a vital role in the realization of rural cultural building and the harmonious development, which is the objective requirement of building new socialist countryside, an imperative task of Shandong, and a long-term strategic policy.Based on the research and firsthand data of the rural cultural building in Shandong province, this paper summarizes the development of rural cultural environment, the change of forms of activities, the improvement of the mix of the activities and the increase of investment. This paper also conducts research into the rural Quyi, craft, temple fair, exhibition, tourism of folk custom and eco-tourism. In light of the investment into the rural cultural building in Binzhou City, Shandong province, and the gap of rural cultural building between different places, this paper provides answers to the citizen's questions of reading, opera-seeing, movie-watching, further vitalizing rural cultural market and quickening the pace of rural cultural building.Finally, using the method of integrating theory into practice, analyzing the individual and the whole, this paper points out the good momentum of the building of rural culture which should be basic, innovative, wide-ranging and spontaneous, analyzes scientifically the active factors of the rural culture, the rural education and the consumption of rural culture in Shandong. In accordance with relevant policies and regulations on the building of rural culture, this paper reflects on restrictive factors and existing problems in the building of rural culture, such as the backwardness of rural cultural building, lack of enough investment and talents and resources of cultural building, the influences of vulgar culture on the building of rural culture in Shandong province. Based on the above analysis, in light of the reality of Shandong, this paper believes that in order to meet the increasing cultural demand of Shandong people, to bridge the gap between the building of rural culture in Shandong and the requirement of new socialist countryside, full play should be given to the leading role the government plays in the building of rural culture in the spirit of "giving more, taking less and loosening". Many efforts should be made to use policies to regulate, facilitate actively the infrastructure of rural culture, give full play the market mechanism, actively develop rural cultural industry and causes, involve all walks of life into this activity, and provide more and better service and cultural products. Moreover, more efforts should be made to reform the existing cultural system, straighten out and innovate mechanism, better the public cultural service, facilitate the building of rural culture in light of Shandong reality in order to better meet the requirement of rural culture and development. In the meantime, we should liberate the great vitality of rural culture, made the best use of cultural resources, enhance constantly the building of rural culture in Shandong province and reach the target of building a well-off society in an all-round way.
