In China, there is a serious problem in the field of traditional operas——the government's unreasonable and unfair allocation of public resources. That is partly because that the folk professional troupes, which have been shouldering the responsibility of satisfying people's cultural and recreational needs, are neglected and misunderstood by the government, the intellectuals of authority and ordinary people for a long time. The main reason is. that the cultural system in China is shifting from planned to market-oriented when the state troupes and the folk professional troupes are co-existing owing to the lagging of the cultural reform. So there emerge the problems of reasonable allocation of public resources and how to be fair in the allocation. To balance the allocation of public resources and the traditional operas' function as serving the people, the whole picture of the folk professional troupes should be shown to the government sector and the whole society in every aspect. This paper chooses the folk professional Gezi Opera troupes in southern Fujian as subjects and adopts methods such as literature review, fieldwork, studying types of operas, case study and market investigation. The history of development of the folk professional Gezi Opera troupes in southern Fujian is reviewed first; then, their present status and the folk market of Gezi Opera are described; finally, the ecological environment of the folk professional Gezi Opera troupes is explored and the history, the flourishing situation and the bottleneck of development of the folk professional troupes, therefore, are fully set out.Gezi Opera, performed and passed down by the folk professional Gezi Opera troupes, is a national intangible cultural heritage. China's traditional operas go hand in hand with the folk opera market, which disintegrated gradually when came the planned economy, and became extinct until the Cultural Revolution. The allocation of public resources is actually the reflection of the conflict between the planned economy and market economy in re-building the socialistic opera market with Chinese characteristics. However, this conflict is continuing and not paid attention to by the government and the society. In view of the importance attached to the protection of domestic intangible cultural heritage and building socialistic market economy with Chinese characteristics, the study of the subject chosen in this paper is of deeper cultural and social significance.
