College English Test Band4&6(CET) was founded in late 80s last century, which is an English proficiency examination and widely implemented in colleges of China. Over 20 years, with this examination system popularization, CET promoted the development of college English teaching, but it produced many problems and disadvantages. Recognizing the characteristics, function and reform effect of CET entirely, need study deeply and specially. The research has important practical and theoretical significance on improving the system of college students study evaluation and strengthening the management of college study examination.The dissertation focused on the theme of CET system reform. Using the theories of high education and the examination, the dissertation systematically observed and analyzed the characteristics, the developing trail, function, realistic problem and reform measures. The dissertation comprises five parts, which are introduction, history study, present situation analysis, practical survey study, reform policy study. Chapter one gave a brief introduction of the main reasons for choosing this topic and practical and theoretical significance. Chapter two gave a brief description of the foundation and development of CET system. This part also analyzed the theory bases and main characteristics of CET, concluded its examination developing law. Chapter three observed and analyzed the problem of CET implementation and its causes, expounded the current situation and influence of reform. Chapter four reflected the reform effect in one side by sampling questionnaire survey and interview in three colleges of FuJian Province. Chapter five concluded the developing trend of CET and put forward the policy suggestion of examination reform based on above study.By study, the dissertation made some following basic conclusions:1. Aimed at proficiency test, CET has the characteristic of criterion-related norm-referenced test. To some extent, CET fit in with the objective need of college English teaching examination evaluation, producing positive educational and social effect.2. The popularization and reform of CET was affected by the influence of expanding high education scale, English teaching reform and examination function evolution. The implementation of new CET evaluation standard helps give correct guidance to college English teaching and achieve the aim of college English teaching reform.3. On guide of CET reform policy, in order to promote the coordinated and steady development of CET, all around English examination evaluation value should be set up, the relation between CET and English teaching should be rationalized, the management of exam safety should be strengthened and exam technique and relevant experience of other countries should be used for reference.
