English curriculum resources include all the resources that benefit to English teaching and studying. The development of English curriculum resources is important to effective English curriculum implementation. The development of Professional English curriculum resources should be in accordance with the applicability, practicability and pertinence of professional English, and meanwhile, it should follow the characteristics of the institution itself and the actual status of students. The curriculum resources should benefit to students' English communication of their future vocation. However, the recent study of English curriculum resources developing especially the study of developing professional English curriculum resources doesn't pay more attention to the characteristics of professional English curriculum and different institutions. Therefore, Public Security Marine Police Academy began investigating this issue.Public Security Marine Police Academy is the only institution affiliated to Border Control Bureau of Public Security Department that cultivates professionals with advanced technology and commanding ability. It has the same characteristics as other higher professional education colleges; however, it differs from those colleges. English education in the academy should have characterized both the common professional English and maritime police English. But the English teaching in the academy hadn't been paying too much attention to the characteristics of professional English and maritime police English; instead, it was much more like the common college English teaching. Meanwhile, the development of related English curriculum resources is weak, which made students get little. The related stations are not satisfied with students' English communicating ability. In order to change such situation, Public Security Marine Police Academy actively develop English curriculum resources which accord with both characteristics of the academy and needs of students English studying.This dissertation firstly presents the necessity of developing English curriculum resources in Public Security Marine Police academy. By analyzing the definition of curriculum resources and characteristics of professional English curriculum resources, it discusses basic theories of developing English curriculum resources. Meanwhile, the dissertation analyzes the demands of the academy, the students and the requirements of the possible future work. The development of English curriculum resources in our academy should follow some fundamental rules which had been confirmed according to the needs analysis, i.e. the resources should be practical, applicable, various and individualized. English curriculum resources can be developed by following ways: Firstly, teacher-based developments, which include promoting English teachers' all-round development, helping English teachers to accumulate professional knowledge of frontier inspection and maritime police; Secondly, text-books based developments, which refers to integrate and expand the content of English text-books according to characteristics of the academy; Thirdly, students-based developments, that is to develop students' experiences, affectivity and language errors. Fourthly is the development of practical resource. This means that the students should be given more practical chances to enhance their ability to use professional English. Finally, development of internet English resource, which includes recommending useful English study website to the students and establishing English study web site to integrate and optimize internet English resources.The cadets in our academy can get English resources from more different ways by developing English curriculum resources and meanwhile, students' professional knowledge and English study are effectively combined. More over, students' English performance, as well as teachers' professional skill has been greatly improved. However, many new problems arose, such as lacking of communicating to the academy, teachers' unilateral understanding of curriculum resources, weak development of students' creativity and lacking of scientific estimating system of development of curriculum resources. So at the end of the dissertation, the author made suggestions to the above mentioned problems.
