"Standards-Based Curriculum Reform" or "Standards-Based Movement" is the main content of the American curriculum reform and development in fundamental education since the 1990s.U.S. Department of Education not only formulated the national curriculum standards but also encouraged and aided the states to draw up their curriculum in this education reform.As the model of this reform, Reading Curriculum Standards for California Public Schools(K-12)(1997),issued by California Department of Education,has been aroused great attention in the education circle of the U.S.The author tries to study the characteristics,the functions and the experience of the standards systematically,deeply and comprehensively.At last,we can gain the useful experience and inspiration from the studying.The whole Paper is divided into 6 sections:Section 1:to introduce the reason why the author chooses such a topic and the recent research on American reading education and reading standards.Section 2:to introduce the background of Reading Curriculum Standards for California Public Schools(K-12).Section 3:to analyze the systematic structures,curriculum goal,guiding lines and content standards of Reading Curriculum Standards for California Public Schools(K-12).Section 4:to study the characteristics and functions of Reading Curriculum Standards for California Public Schools(K-12).Section 5:to explore the useful experience and inspiration for our China's application on curriculum standards from the studying of Reading Curriculum Standards for California Public Schools(K-12).Section 6:to make the conclusions of this paper.
