Daowu period is the first period of the Northern Wei Dynasty, which succeeded the end of Dai Kindom and initiated the foundation of the Northern Wei Dynasty. Its accruate time is mainly in the split period of Sixteen States. What the article researches is how the Emperor Daowu changed the state system of original tribe union that existed in Dai Kindom into the mode of unified centralization. The article also discusses how the change has influenced the present age and the later age as well as the internal and foreign affairs in that period. The first part of this article, whose main part is the state system of tribe union, deals with the internal affairs in Daowu period, such as tribe dispersion, the principle that the mother must be killed when the son was nominated as the successor to the throne and the slaughter of people who had rendered outstanding service. All these tings above had complicated relations to this kind of state system. Establishing eight Tribes and moving the capital to Ping Cheng were the concrete steps of the transformation into the mode of unified centralization by the Emperor Daowu, whose premise was tribe dispersion. Its outcome is the foundation of big Xianbei cultural circle in the north of Dai.The centralization of the Northern Wei Dynasty is different from the Han nationality in its mode.It has its coat of Hu system and its internal meaning of big Xianber culture. Although the big Xianber culture that contained part of the Han culture can adapt to the Han culture to some extent,it is certain to cause conflict when it becomes "excessive".However, the two culture will ultimately show its complete integration because of their certain common gene owned by the two culture. The second part of this article emphasizes on the foreign affairs and the war in Daowu period. The battle of Sanhepo made the Northern Wei Dynasty become one of the strongest regimes in the north part of China. The battle of Qianbi made it become the most powerful state in the northern China. The war towards the minorities in the north of Desert is the basis of the victory in wars abroad, which mainly provided the regime economic foundation. The internal affairs can't be divided from the war. The battle of Sanhepo provided a good external condition for the Northern Wei Dynasty to changed the state system of tribe union that existed in Dai Kindom into the mode of unified centralization. The battle of Qianbi guarenteed that the internal chaos in the end of Daowu period didn't lead to the distruction of the whole state.
