After World War I,the European pattern of international relations greatly changed, the balance of power between Germany and France changed,Germany was defeated, France became a powerful country on European continent once again.At the Paris Peace Conference,French advocated severly taking sanctions against Germany and putting forward a plan to dismember Germany.Because of objections from Britain and the United States,France only achieved some of these goals.In order to obtain further security for the future,French put a bargaining chip on the unresolved problems on German reparations.Extremely complex problem of reparations led to the Ruhr crisis.In the early postwar period,there was a confrontational relationship between Germany and France, unresolved problem of reparations became the focus of the struggle between the two countries.French sought to maximize reparations in an attempt to restrict Germany and France's post-war reconstruction.Germany took advantage of Anglo-French diverges,wished to amend the "Treaty of Versailles" and reduce the total amount of reparations.Germany demanded an extension to pay reparations with an excuse that there was financial difficulties.The conflict of the reparations between Germany and France escalated constantly and ultimately resulted in the Ruhr crisis in 1923,with France occupying the Ruhr.Ruhr crisis resulted serious consequences for the two countries.Germany adopted a "passive resistance" policy,while French continued to pursue a hard policy. Confrontation between Germany and France reached its peak.Serious political,economic and social crisis took place in Germany.France also brought about the serious financial crisis and constantly fells into the isolation in the international society.As a result,Germany and France starts to carefully think the relations of both countries,the resistance couldn't resolve the question,only reconciles was the outlet.German couldn't continue passive resistance policy.Stresemann abandoned the policy of passive resistance, putting an end to the struggle against the Ruhr.Under strong pressure from Britain and the United States and the influence of the domestic financial crisis,France also accepted international mediation,as well as accepted the Dawes Plan.Ultimately,Germany and France returned to the negotiating table,the relationships between the two countries returned to normal tempararily.To a certain extent,the Ruhr crisis was the beginning of conciliatory of the both countries.
